Place the bulgur in a bowl and cover it with 1 cup boiling water. Let it soak for about 10 minutes, or until tender. Drain any excess water and set it aside to cool.
Combine the finely diced cucumber, chopped parsley, diced smoked tomatoes, chopped mint, and finely chopped shallot in a large mixing bowl.
Add the bulgur to the bowl of veggies once it is cool.
Whisk together the lemon juice, olive oil, salt, and pepper in a small bowl. Adjust the seasoning to taste.
Pour the dressing over the bulgur and vegetables, then gently toss everything together until well combined.
Cover the bowl with plastic wrap and refrigerate for at least 30 minutes to allow the flavors to meld together.
